Steps:

1. Use a the end of a flat screwdriver, lever out the cover and put it aside.

2. Insert a small flat end screw driver into the notch of the central axis.
3. Tightly hold in place the screwdriver with one hand and spin the plate with the other. The bolt is held in the plastic plate and will unscrew with it.
